I have posted another version using grinder . Also I wanted to try without Poha. I have tried this version a couple of times before. But first time it turned little sticky. 2nd time was not able to take final shot. Finally I can finish the entire post after almost 1 year. This is very healthy recipe and suitable for diabetic people also. If you are looking no rice recipe don't look further try this recipe. I made dosa with same batter next day it came out well. You don't need grinder to make this idli. You can make it using  mixie or blender. It is quite a simple recipe

Wheat rava - 1 cup
Urad dal - 1/2 cup
Fenugreek seeds - 1/8 teaspoon
Salt to taste
Oil to grease idli plate

Soak wheat rava for 3 hrs. Soak Urad dal and fenugreek seeds together for 4-6 hrs.
Drain water and wash Urad dal. Drain water from Wheat rava and wash it too.
Grind Urad dal till it is fluffy. Transfer to a bowl
Grind Wheat rava till little coarse paste
Mix it with urad dal batter and add salt. Mix well. 
Let it ferment it for 6 hrs or overnight. Heat idli steamer with water. Grease idli plate.  Pour idli batter
When water boiling place idli plate and cook till it is done ( when you touch with wet hand it shouldn't sticky)
Let it cool down a bit. Remove idlies from idli plate 
Serve hot with chutney / Sambar / Idli podi
